The California Department of Consumer Affairs, Contractors State License Board, is seeking an experienced arbitration firm to run its statewide arbitration program for construction disputes between consumers and licensed contractors. The Board licenses and regulates more than 300,000 contractors and receives about 22,000 complaints a year, and for roughly 21 years has referred eligible complaints to arbitration. It wants a partner that can deliver sound, timely and unbiased resolutions statewide and bring creative, proven alternative dispute resolution techniques, such as electronic document exchange and video or teleconference hearings.

HOW TO SUBMIT
Proposals must be received by the Department of Consumer Affairs Contracts Unit; late proposals are not considered. Include all documents on the Attachment Checklist (Attachment 1), a signed cover letter on letterhead agreeing to the RFP and Standard Agreement terms, table of contents, an executive summary of no more than four pages, capabilities and qualifications, management plan and program strategies, three references (Attachment 4), and the signed Proposal/Proposer Certification Sheet (Attachment 2). The Cost Proposal (Attachment 6) must be in a separate sealed envelope and not modified. If mailed, submit a sealed hard copy labeled "MASTER PROPOSAL"; for electronic submissions, attachments should be clearly titled PDFs and digital signatures are acceptable. Register on Cal eProcure for addenda, and email questions to Contract Administrator Amanda Mays (amanda.mays@dca.ca.gov).
