WHAT THEY WANT
King County is seeking an independent consultant to monitor and report on the use of restrictive housing, the County's term for solitary confinement, for youth held in King County detention facilities. The engagement responds to King County Council Ordinance 20023, Section 53, Proviso P1, and continues a series of independent monitor reports the Department of Adult and Juvenile Detention (DAJD) has commissioned since 2018 under Ordinance 18637 and RCW 13.22, which restrict solitary confinement of juveniles to situations where it is necessary to prevent imminent and significant physical harm and less restrictive alternatives have failed. Coverage includes youth at the Clark Children and Family Justice Center and Adult Age Outs held in the adult facilities in Seattle and Kent.

Acknowledge every addendum; a response submitted before an addendum must be revised and resubmitted and kept in Active status.
