The audit must follow the Uniform Grant Guidance (formerly OMB Circular A-133), the Single Audit Act and its 1996 amendments, Generally Accepted Auditing Standards, Government Auditing Standards, and applicable federal, state, and Tribal law.

Organize the technical proposal in the Section I order: title page, transmittal letter, table of contents, firm profile, technical approach with schedule, staff qualifications and resumes, firm experience, prior work with the Tribe, and additional data. Include an itemized cost proposal of annual audit fees and estimated out-of-pocket expenses, which may be in the same cover.
