HOW TO SUBMIT
Sealed proposals must be delivered in hard copy to Clark County, Attn: Office of Purchasing, 1300 Franklin Street, 6th Floor, Suite 650, Vancouver, WA 98660, by UPS, FedEx, or hand delivery (the United States Postal Service is not available); no electronic mail submissions are accepted, and late proposals are returned unopened. Submit one original, four complete copies, and one complete electronic copy on a USB or flash drive, in a package marked on the outside with the RFP number, title, and the proposer's name and address. Proposals with insufficient copies may not be accepted. Proposals should not exceed fifty pages, excluding resumes, the cover sheet, and the debarment form. Include the Proposal Cover Sheet (Attachment A), the signed Certification Regarding Debarment, Suspension, and Other Responsibility Matters (Attachment C), and responses covering the project team, management approach, capabilities and at least four references, project approach and required qualifications, local community involvement, and proposed cost as an hourly rate sheet with a bond issuance rate scale per thousand dollars of bonds issued. The proposal must also disclose or deny any interest an employee or official of Clark County may have in the proposing firm and identify any outside assistance in preparing it. Proposers must be listed on the Plan Holders List; a firm not listed must submit the Letter of Interest (Attachment B).
