The City of Portland's Housing Bureau is seeking an individual, firm or team with demonstrated experience in campus-scale energy and water reduction strategies to produce a feasibility study for the future redevelopment of the Ellington Apartments. The Bureau bought the 267-unit property to preserve its affordability when the owner planned a market-rate sale, and to add units to a low-density campus whose infrastructure and dwellings have reached the end of their useful lives. The study answers one question: which campus-scale energy and water reduction measures help the redevelopment meet its goals of adding units, maintaining affordability, minimizing displacement, providing amenity space, and cutting energy and maintenance costs.
