The Eugene Water & Electric Board (EWEB) is seeking a firm to serve as the third-party administrator and trustee of the Carmen-Smith Fish Enhancement Fund, which will pay for aquatic habitat, fish population enhancement and water quality improvement projects in the McKenzie River Basin. Throughout 2026 EWEB worked with the Oregon Department of Fish and Wildlife, the Oregon Department of Environmental Quality, the U.S. Fish and Wildlife Service and the National Marine Fisheries Service on the delayed implementation of fish passage at Trail Bridge Dam. EWEB and the two state agencies then signed a Memorandum of Agreement creating the Fund to mitigate the effects of that delay.
