The re-released RFP does not include the development of a scope as a required section (highlighted text below was removed). Do you want to see a detailed scope that describes the methodology, techniques, and procedures for each task, along with the necessary steps? Or is the high-level proposed technical approach sufficient for the proposal phase? Demonstrate the firm's understanding of the project objectives, regional watershed conditions, and the City's needs. Describe the proposed technical approach, methodology, analytical procedures, hydraulic and hydrologic modeling techniques, software, quality assurance/quality control procedures, and overall strategy for successfully completing each task identified in Exhibit A. If appropriate, organize the work into logical phases with measurable deliverables Project Understanding and and milestones. Consultants are encouraged to identify Technical Approach innovative technical or methodological approaches, modeling techniques, visualization tools, data management strategies, or planning methods that could improve project outcomes, reduce costs, increase resilience, enhance public understanding, or facilitate long-term implementation and maintenance of the Master Plan. Any proposed value-added approach shall clearly describe its anticipated benefit to the City and any associated impacts to scope, schedule, or cost. A description of methodology, techniques, and procedures for each of the scope of work items with an explanation of how the proposer plans to approach the tasks and the steps that will be taken to complete the Scope of Work task including analytical methods and tools. Proposers must demonstrate that they understand the magnitude and importance of each individual task. If appropriate, tasks should be organized into phases constituting measurable deliverables.
