Modesto is a full-service municipality with more than 1,500 employees across Utilities (water and wastewater), Parks and Recreation, Public Works, Police, and Fire and Emergency Medical Services, and the consultant must have demonstrated experience serving public agencies or similarly complex organisations with field, utility, fleet, public works, parks and administrative operations. The consultant supports the City's Safety Officer in maintaining compliance with federal, state and local regulations and in developing and implementing the City's safety programs.

For purposes of developing competitive and comparable pricing, will the City please provide the awarded pricing schedule/rate sheet from the previous Citywide Safety Consultation and Training Services solicitation, including the incumbent contractor's training rates, consulting rates, industrial hygiene rates, and any additional service charges? If available, please also provide the prior solicitation's bid tabulation or proposal pricing results. Additionally, please identify the anticipated annual expenditure, budget, or not-to-exceed contract amount for the resulting agreement under this RFP.

Section 3 of the Sample Standard Agreement states that all work will be billed on a time-and-materials basis at hourly rates set forth in Exhibit B. However, the Pricing and Training Matrix establishes multiple units of measure, including Per Class, Per Session, Per Student, Per Day, and Hourly. Please confirm that the final agreement will incorporate and compensate services according to the applicable units of measure and rates established in the awarded Pricing and Training Matrix, and that services priced Per Class, Per Session, Per Student, or Per Day will not be required to be converted to hourly billing.

Hands-On Training / City Equipment: For courses requiring hands-on instruction or individual practical evaluations, including Confined Space Entry/Rescue, Fall Protection, and similar equipment-based training, please confirm that the City will make available the City-owned equipment, systems, and PPE used by employees in their normal work activities, where appropriate for the training. For Confined Space Entry/Rescue, please identify the entry and rescue equipment the City currently has available and expects employees to use, including, as applicable, atmospheric monitoring equipment, ventilation equipment, communications equipment, harnesses/retrieval systems, tripods or other anchorage/retrieval devices, winches, and other rescue equipment. Please also identify the types/configurations of confined spaces for which employees are expected to perform entry and/or rescue. For Fall Protection, please identify the primary fall-protection systems and equipment currently used by City employees and confirm that applicable City owned equipment will be available for hands-on training. This information will allow proposers to determine the appropriate training scope, equipment requirements, practical exercises, and instructor resources needed to conduct the requested hands-on training.

Industrial Hygiene / Monitoring Services: The Additional Services & Fees tab requests a per-day unit price for Air Monitoring, Noise Monitoring, and Exposure Monitoring, along with a separate Vendor Response for Equipment Charges. The Scope of Work identifies a broad range of potential assessments, including indoor air quality, dust, welding fumes, silica, chemical exposures, ventilation, and other occupational health hazards. Please clarify what the City expects to be included in each per-day monitoring rate. Specifically, should the per-day rate include professional labor, sampling/monitoring equipment, calibration, sampling media, laboratory analysis, shipping, data interpretation, and preparation of the required written report, or may equipment, laboratory analysis, sampling media, shipping, and other direct costs be billed separately? If direct costs may be billed separately, please clarify where and how these costs should be reflected in the Additional Services & Fees tab or elsewhere in the Pricing Matrix.

Training Scheduling / Ten-Business-Day Requirement: The Scope of Work requires the Consultant to provide training within ten (10) business days of a City request unless otherwise agreed upon. Certain specialized courses may require additional lead time due to qualified instructor availability, equipment and hands-on requirements, certification/testing arrangements, course customization, or other logistical considerations. Please confirm that, when a specific course cannot reasonably be provided within ten (10) business days, the City and Consultant may mutually establish an alternative delivery date based on the course requirements, instructor availability, and necessary logistical arrangements.
