The City of Alameda is seeking a consultant to facilitate development of a citywide strategic plan update and refresh. This will be Alameda's second strategic plan, following the current 2023-2026 plan. The update is intended to identify strategic priorities guiding the City's work and resource allocation over the next planning period, and to serve as a communications tool informing the community about progress toward those priorities. The process aligns with the City's two-year budget development cycle, commencing with executive team and key management stakeholder engagement in November 2026 and concluding with City Council input and participation in early 2027. The entire project is anticipated to take six months or less.

HOW TO SUBMIT

Proposals must be submitted via email to JStefanski@alamedaca.gov, addressed to the City of Alameda, City Manager's Office, 2263 Santa Clara Ave., Alameda, CA 94501. Each proposal must be signed on behalf of the submitting entity by an officer authorized to bind the entity to its proposal, and must include a statement of no exception labeled as Exhibit B. Any proposer wishing to be considered must submit the information requested in the RFP and, if invited, participate in an evaluation interview panel. The successful applicant must obtain and maintain at its sole expense all appropriate permits, certificates, licenses and insurance, including a City of Alameda Business License. Any changes to the RFP are made by written addendum posted on the City's website, and all proposals submitted are subject to the California Public Records Act.
