Contra Costa County, on behalf of Contra Costa Health (CCH), is seeking one or more communications firms to provide on-call, as-needed strategic communications support, creative services, campaign support and specialized technical assistance to the Community Education and Information (CEI) unit within the Office of the Director. CCH is an integrated public healthcare system spanning a county hospital, ambulatory care, public and behavioral health, a managed care plan, detention and environmental health, emergency medical services and community programs. Contractors supplement rather than replace County staff; assignments vary year to year with priorities and funding.

Please confirm that all three references submitted in Exhibit C must relate to similar services performed within the past five years. May proposers identify additional relevant healthcare or public-health engagements older than five years elsewhere in the proposal as supplemental experience?

Components Included in the 15-Page Limit — Section III.A limits the “Proposal” to 15 pages and separately lists the cover letter, Statement of Experience, Price Proposal, Customer References, Anti-Collusion Statement, Addenda Acknowledgment, licenses/permits, and Certificate of Insurance. Please confirm that these separately required documents and forms are excluded from the 15-page Proposal limit and that only the narrative response described in Section III.A.b is subject to the 15-page maximum.
