The Washington State Department of Corrections, Community Corrections Division (CCD), is seeking a vendor to conduct a comprehensive workload study of its community supervision operations and to build a dynamic resource allocation model from the results. CCD supervises roughly 15,000 active and 15,000 inactive individuals across all 39 counties through about 100 field offices and reentry centers, with approximately 1,100 positions spanning Community Corrections Officers and Specialists, supervisors, corrections officers and support staff. The study centers on case management activities but must also capture the support workflows of clerical staff, records technicians, supervisors, hearings officers and the units that support supervision.

Responses are submitted by email to Ryan Johnson, Solicitation Coordinator, Department of Corrections Contracts and Legal Affairs (ryan.johnson@doc1.wa.gov), and must arrive in their entirety by the deadline; the completed Attachments B, C and D are each attached as a separate file. Attachment B is the Bid Submission Letter on the bidder's letterhead, signed by a person authorized to bind the bidder, listing any amendments downloaded and any current or former state employees employed by or subcontracted to the bidder; Attachment C is the Bidder Certifications and Assurances, signed and unaltered; Attachment D is the Bidder Response Form, answered in order in its four sections (administrative, management, workstudy approach, cost proposal) with each question repeated above its answer, typed in 12-point font. No brochures, white papers, testimonials or other pre-prepared materials. Bidders must be registered in WEBS under an applicable commodity code and must have downloaded the solicitation from WEBS to receive amendments. Questions go to the Coordinator by email with the solicitation number and title in the subject line; contact with any other Department staff about the solicitation may disqualify a bidder.
