The Cowlitz Indian Tribe is seeking an experienced emergency management consultant to work with the Emergency Management division of its Public Safety Department to write two foundational documents: a Tribal Emergency Management Code and an all-hazards Comprehensive Emergency Management Plan covering preparedness, response, recovery, and mitigation. The Tribe has about 5,000 members and 500 employees, a reservation in Ridgefield, Washington, and offices along the Interstate 5 corridor from Vancouver to Tukwila. It has no active emergency plans to build from and limited emergency management staff, so the plan must be practical, scalable, and clear about who does what, when, and under what authority.
