Concerning the deadline for requesting exceptions to requirements and/or clarifications, and substitution requests. On page i (Table of Contents) of the RFP, it is stated that “questions seeking clarification about this Request for Proposals must be submitted no later than 2:00 pm on October 1, 2026. No questions will be accepted or answered after this date. See page 2 for a complete schedule anticipated due dates”. On page 2 pf the RFP, Anticipated Timeline for Proposal, it is noted that “Exceptions to Requirements and/or Clarifications, and Substitution Requests Due, should be submitted by email to James.Lofton@corvallisoregon.gov by September 11, 2026 at 5:00p.m.” In Section 3 Proposal Process (page 14 of the RFP), subsection 3.2, it is stated that “James Lofton, Public Works Assistant Director, will accept written questions seeking clarification about the proposal requirements at email: james.lofton@corvallisoregon.gov, and will review any proposed exceptions to specifications or contract requirements, submitted prior to 2:00 p.m., October 1st 2026. All questions will be processed through http://www.publicpurchase.com. All questions, including clarification of or exception to specifications, questions regarding proposal submittal instructions, questions or exceptions regarding contract terms, and questions or exceptions to the basis of award must be received by this date and time. No questions about the request for proposal document or the proposal process will be accepted after this date and time.” Please confirm what the deadline date for submission of any exceptions, clarifications, substitution requests, or questions is.
