The City of Banning, California, in the San Gorgonio Pass between the Inland Empire and the Coachella Valley, is seeking a qualified firm or public entity to evaluate a potential voter-approved local sales tax (a transactions and use tax) of one percent. After the City Council adopted Resolution No. 2026-102 declaring a fiscal emergency and directing staff to implement its Workout Plan to Fiscal Sustainability, staff were told to evaluate new, unrestricted General Fund revenue strategies. The proposed general tax needs majority voter approval and would raise Banning's combined sales tax rate from 7.75% to 8.75%.
