WHAT THEY WANT
The City of San Diego Environmental Services Department is seeking a highly experienced, multi-disciplinary consulting team to develop four separate but related solid waste fee studies: a Hauler Franchise Fee Study, an Assembly Bill 939 (AB 939) waste diversion fee study, Miramar Landfill disposal and Greenery composting fee studies, and a Solid Waste Management Fee Study covering City-provided residential collection. The effort responds to the City Auditor's 2025 Performance Audit and aims to modernize fee structures, achieve full and legally defensible cost recovery, and stay compliant with Proposition 26 and Proposition 218.
