The City of Kent Parks, Recreation and Community Services Department is seeking a qualified consultant team to prepare the 2028-2034 Parks and Open Space Plan (POSP), a targeted update to the adopted 2022-2028 plan rather than a comprehensive rewrite. Kent is Washington's sixth-largest city and one of the nation's most ethnically diverse; its system comprises 58 parks and open spaces totaling more than 1,800 acres plus trails, athletic complexes, indoor facilities and natural areas. The final plan must be concise, usable by staff, compliant with Washington Recreation and Conservation Office (RCO) planning requirements, and ready for City Council adoption by June 2028.

Deliver five (5) printed copies of the response to the Kent City Clerk's Office, 220 Fourth Avenue South, Kent, WA 98032, clearly marked "REQUEST FOR QUALIFICATIONS - 2028-2034 PARKS AND OPEN SPACE PLAN"; submittals must be received by the stated time regardless of delivery method. Responses are limited to 40 pages excluding appendices and must include a signed cover letter from the lead firm, firm background and key team members, availability, project approach, proposed schedule and examples of prior work. Questions and discrepancies go to the Point of Contact, Kyle Woods, Parks Planning and Development Manager, kwoods@kentwa.gov; clarifications are issued by written addendum.
