The City of Norwalk is seeking a qualified and experienced consulting firm to update the existing Title VI Program for the Norwalk Transit System. As a condition of its grant agreement with the Federal Transit Administration and its annual certifications and assurances, the transit system must submit evidence of compliance with Federal Transit Administration Circular 4702.1B, which implements Title VI of the Civil Rights Act of 1964, every three years. Title VI bars exclusion from, denial of benefits under, or discrimination in any federally assisted program on the grounds of race, color or national origin, so the updated program is what keeps the City's transit operation eligible for continued federal funding.
