The Washington State Department of Enterprise Services is re-issuing Competitive Solicitation 11425 to award statewide Enterprise Procurement Solution Contracts for professional debt collection services. Awarded contractors must operate a Washington-licensed collection agency and will collect delinquent debts on behalf of purchasers, and provide account management, payment processing, remittance of collected funds, credit bureau reporting, skip tracing, and related reporting. The contracts cover collection services only and do not include the purchase or sale of debt.

Bids must be emailed to DESContractsTeamApple@des.wa.gov. The email including all attachments must not exceed 30 MB, and Enterprise Services will not accept or open zipped files. Required Bid Submittals (Exhibit A - Bidder's Certification and Exhibit C - Bid Price) and any permitted ancillary documents must be in MS Word, MS Excel, or Adobe PDF, signed physically or electronically. Enterprise Services acknowledges receipt by return email; if no acknowledgement arrives within five business days, contact the Procurement Coordinator. Bidders must be registered in Washington's Electronic Business Solution (WEBS) to receive amendments and to be awarded a contract.
