The California Department of Toxic Substances Control is seeking a California certified small business to provide outreach, engagement and research services for its Environmental Justice Advisory Council. Created under the Senate Bill 158 reforms of 2021, the Council is a forum of five to fifteen members that gives independent environmental justice advice to the Department's Director and the Board of Environmental Safety. It works with communities affected by toxic substances under the Department's oversight to develop solutions that improve community health, reduce toxic threats and promote the fair treatment and meaningful involvement of all people.

Include a current small business certification, completed Budget Detail (Attachment 1), resumes (Attachment 2), Minimum Qualification Certificate (Attachment 3), a narrative addressing each minimum qualification, Bidder References (Attachment 4), GSPD-05-105 Bidder Declaration (Attachment 5) and a Commercially Useful Function form (Attachment 6) for each certified small business, plus written notice of any GenAI use.
