WHAT THEY WANT
The City of Berkeley's Health, Housing, and Community Services Department (HHCS) is seeking a consultant to provide expertise, support and technical assistance on environmental review reports for projects subject to the National Environmental Policy Act (NEPA). HHCS conducts NEPA environmental reviews for projects funded through the U.S. Department of Housing and Urban Development's Community Development Block Grant (CDBG) program, covering rehabilitation of single-family homes, rental housing and public or community facilities in Berkeley. Projects range from minor accessibility improvements to larger rehabilitation such as roof replacement, bathroom rehabilitation for ADA compliance and homeless shelter rehabilitation.

HOW TO SUBMIT
Submit the proposal by email to Kat Larrowe at klarrowe@berkeleyca.gov with purchasing@berkeleyca.gov copied. On company letterhead, provide a signed, firm hourly rate with a not-to-exceed lump sum, plus a narrative of qualifications and experience with HUD/CDBG environmental reviews, State Historic Preservation Office coordination and historical architectural review reports. Proposals are limited to three pages in 12 pt Times New Roman, single spaced; sample documents of similar work are encouraged and do not count toward the limit. Indicate whether the firm is available for additional HHCS housing and community services projects in the coming year, and answer the City's early payment discount, Berkeley-based, MBE and WBE questions. City terms are Net 30.
