Proposals must be submitted electronically through the County of San Mateo's OpenGov eProcurement portal at https://procurement.opengov.com/portal/smcgov; proposers must register with the portal in advance. Organize the proposal as Section A cover letter and executive summary (signed by a representative authorized to bind the organization); B firm qualifications and experience; C proposed approach and methodology; D staffing plan and key personnel; E fee proposal and terms; F references; G the Minimum Qualifications Checklist (Exhibit A); H signed non-collusion statement, conflict of interest disclosure, and acknowledgment of all addenda; and I the local business or local non-profit self-attestation, if claiming the preference. Questions, comments, and exceptions to the County's standard contract terms must be submitted in writing through the portal question-and-answer function; phone, email, and in-person submissions are not accepted.
