The SOQ must include a cover letter, resume or firm profile naming the individuals who would serve as Examiner or Pro-Tem, at least three municipal clients from the last five years, one recent Findings of Fact and Conclusions of Law writing sample, a fee schedule (hourly rates or per-meeting flat fee, including travel and clerical charges) and at least two client references.
