The Los Angeles County Sheriff's Department is seeking a commercial off-the-shelf, cloud-based Integrated Justice Information System to replace and consolidate its legacy jail management systems. These include the Automated Justice Information System, a 40-plus-year-old COBOL and IMS mainframe that manages booking, release, housing, movement, sentence calculations and legal document control; the Jail Information Management System, used for inmate trust accounting, property and case jacket tracking and Title 15 security checks; and the browser-based Automated Booking System used by officers in the field. The Department houses approximately 15,000 inmates across seven custody facilities and needs a unified, secure, scalable and extensible platform that improves information sharing with courts, prosecutors, public defenders, other law enforcement agencies and health service providers.

HOW TO SUBMIT
Submit hard-copy proposals in two separately sealed envelopes or boxes: (1) the original Business Proposal plus four numbered identical hard copies, and two electronic copies in PDF format on two separate flash drives, plainly marked in the upper left-hand corner with the proposer's name and address and "BUSINESS PROPOSAL FOR INTEGRATED JUSTICE INFORMATION SYSTEM RFP NUMBER 712-SH"; and (2) the original Cost Proposal plus four numbered identical hard copies and two PDF copies on two separate flash drives, marked "COST PROPOSAL FOR INTEGRATED JUSTICE INFORMATION SYSTEM RFP NUMBER 712-SH". Both may travel in one box if sealed separately within it. Include one electronic copy of a redacted Business Proposal in searchable PDF with only genuine trade secret, confidential or proprietary material redacted. Deliver or mail to Los Angeles County Sheriff's Department, Fiscal Administration Bureau - Contracts Unit, 211 West Temple Street - 6th Floor, Los Angeles, California 90012, Attention: Steve Lopez, Contract Analyst. Timely hand-delivered proposals are acceptable, no fax or email copies are accepted, the proposer bears all risk of delay in delivery including U.S. Mail, and late proposals are returned unopened. Written questions go by email only to s7lopez@lasd.org, and all contact must be in writing to that address. Proposers must register on the County's WebVen before contract award, and at least one representative must attend the Mandatory Proposers' Conference, which requires an advance RSVP.
