WHAT THEY WANT
Valley Clean Energy Alliance (VCE), the Community Choice Aggregation program serving electricity customers in Davis, Woodland, Winters, and unincorporated Yolo County, is seeking a market research firm to design, recruit, moderate, and report on a program of customer focus groups. The purpose is to strengthen VCE's understanding of customer awareness, perceptions, and decision drivers, and to turn those insights into practical direction for its marketing, outreach, and customer program strategy. VCE is a Joint Powers Agency governed by an eight-member board drawn from the three city councils and the Yolo County Board of Supervisors.

The proposal must state the firm's full legal name, DBA, and address and be signed by an authorized official with the signer's name printed beneath. Contents: an executive summary (up to three pages); a scope-aligned summary of qualifications, approach, key personnel, and lead researcher (up to eight pages) with a proposed methodology, a sample discussion guide or screener, and one redacted sample focus group report; resumes of staff dedicated 50 percent or more; relevant public-sector, CCA, or utility experience; conflict-of-interest disclosure; litigation history for the past five years; at least three comparable references; and a fixed project fee broken out by task with participant stipends itemized separately.
