WHAT THEY WANT
Valley Clean Energy Alliance (VCE), the community choice aggregator serving electricity customers in Davis, Woodland, Winters and unincorporated Yolo County, is seeking a firm to provide marketing, website and social media services on an ongoing basis. Under the direction of VCE staff and alongside its other vendors, the selected firm will support marketing, outreach and customer education for VCE's existing and future services and programs, with the goals of building brand and program awareness, minimizing customer opt-outs, maximizing opt-ups to the 100% renewable UltraGreen option, and advancing long-term community engagement across a customer base that mixes rural, agricultural and urban accounts.

Email an electronic PDF proposal to VCE Procurement at Procurement@ValleyCleanEnergy.org with the subject line '2026MWSMS', along with any suggested redlines to the VCE Sample Agreement for Consultant Services (Attachment 1). The proposal must state the firm's full legal name, DBA and address and be signed by an authorized official with the signer's name typed or printed beneath the signature. Contents: an executive summary describing the firm (no more than three pages); a summary aligned with the Detailed Scope of Services covering qualifications, experience, availability, proposed approach and key personnel including the proposed lead advisor (up to 10 pages plus collateral examples); resumes of staff dedicated 50% or more to the VCE scope; previous experience with CCAs, counties, cities, local agencies or utilities; a list of current clients that could pose a conflict of interest and how it would be resolved; any litigation filed in the past five years; other factors that should influence selection; a minimum of three references similar in scope and organizational environment; and proposed hourly rates or an alternative staffing and fee structure. Questions go in writing to the same email address; VCE posts answers on its solicitations page rather than replying individually.
