The City of Fresno Department of Public Utilities is seeking Statements of Qualifications from engineering consulting firms to serve as Owner's Advisor for its 1,2,3-Trichloropropane (TCP) Water Treatment Project, the department's first project delivered through Progressive Design-Build. The Owner's Advisor will guide the City through the design-build process, lead procurement of the most qualified design-build entity, and provide technical and managerial expertise through to full operation of the new treatment facilities.
