The Tulalip Tribes of Washington are seeking an Owner's Representative firm to oversee a program that expands and modernizes two salmon hatcheries operated by the Tulalip Natural Resources Department: Battle Creek Hatchery and Lower Tulalip Creek Hatchery. Both facilities are more than forty years old, and hatchery fish have made up 90 to 100 percent of the Tribes' Chinook, coho, and chum harvest over the last twenty years. The program is the result of more than a decade of planning, groundwater and geotechnical study, environmental permitting, and phased design through the 100 percent stage, and is funded by federal, state, and Tribal sources, including a Bureau of Indian Affairs hatchery modernization award from November 2025.

Submit by email only to Mike Crewson, Project Manager (mcrewson@tulaliptribes-nsn.gov), with a copy to Jason Crain (rcrain@tulaliptribes-nsn.gov); fax, mail, and late proposals are not accepted. Keep the proposal under 30 single-sided pages at a minimum 11-point font, organized in the order of the Section 9 evaluation criteria; the cover letter, divider sheets, Exhibit J, and any requested contract changes do not count toward the limit. The proposal must be signed by an authorized representative and include the completed Proposal Cover Certification (Exhibit J). Submit any requested changes to the Professional Services Contract (Exhibit A) in redline with the proposal. Firms claiming Native American Owned Business status should include their Tulalip TERO certification. Send questions in writing to Jason Crain.
