WHAT THEY WANT
The City of Brentwood, a general law city of about 65,300 residents in east Contra Costa County, is seeking a consultant to conduct a comprehensive cost recovery and fee study for its Parks and Recreation Department. The study covers fees, charges, subsidies and cost-recovery practices for recreation programs, park and athletic facility use, park reservations, City facility rentals, picnic rentals, special-event and use permits, and other fee-supported services the City identifies. The City wants a defensible methodology for determining the full cost of providing each service, an assessment of current cost-recovery levels, a policy framework for setting appropriate levels of City subsidy versus user-fee recovery, recommended fees and charges, and an implementation strategy, all measured against the City's existing cost recovery policy in Section 5.8 of its Budget and Fiscal Policy.
