The City’s response to Question 10 released October 8, 2026, clarifies Group-by-Group expectations for a compliant submission. In practice, this clarification materially increases the overall level of effort for firms pursuing multiple Groups. The clarifications require that a firm proposing across all six (6) Groups would be preparing approximately 300 pages of technical content (6 Groups × 50 pages per Group) in addition to other required administrative components that are part of the overall submission package. The current October 22 deadline provides insufficient time to produce a proposal that is both compliant and responsive to the City’s clarified expectations when one considers (a) the clarified requirements that each Group section must be self-contained/stand-alone for evaluation, and prohibiting cross-referencing between Groups, (b) the need to demonstrate a level of "depth, relevance, and complexity" (per evaluation criteria) for each work group, and (c) the need for subconsultant coordination. Accordingly, we respectfully request a minimum three-week extension to the proposal due date (i.e., at least an additional three weeks beyond October 22, 2026), to allow proposers sufficient time to ensure a complete and compliant submission.
