The City of Manteca, California is seeking a qualified professional engineering firm to prepare a Dilution Study and Thermal Plan Exception Analysis Report for its Wastewater Quality Control Facility (WQCF), which discharges to the San Joaquin River. The study will support revision of water-quality-based effluent limits in the WQCF's NPDES permit, including revised ammonia and dieldrin limits under the State Implementation Policy using dilution credits, and will evaluate whether the WQCF can obtain a regulatory exception from the cooling tower requirements of the State's Thermal Plan. A 2006 thermal analysis failed to secure the exception; the consultant must identify why. Selection is qualifications-based, with scope and fee negotiated with the top-ranked firm.

The proposal must include the cost proposal, a cover letter requesting evaluation on the Scope of Services, identification of all sub-consultants with the percentage of work each will perform, a project approach, a project schedule by task and subtask, and a fee schedule; charts may be 11 x 17. The City accepts no responsibility for delivery to another address or technical issues, and no extensions are granted.
