The City of Moorpark is seeking a qualified consulting firm to conduct a feasibility analysis for establishing an Enhanced Infrastructure Financing District, to determine whether the City would generate enough property tax increment revenue to fund capital and infrastructure projects. Moorpark, a Ventura County city of about 36,000 residents, has a $22 million General Fund and a $40 million Capital Improvement Program budget, but more than $100 million in capital needs. In September 2026 the City Council directed staff to hire a consultant to evaluate this option.
