The Washington State Board for Community and Technical Colleges (SBCTC) is seeking an independent retirement plan consulting firm to provide fiduciary support and investment advisory services for the retirement savings plans it sponsors for employees of the state's community and technical college system. The plans hold more than $4.3 billion in combined assets across more than 22,000 participants, and include the State Board Retirement Plan (a 401(a) defined contribution plan), a closed plan, the State Board Voluntary Investment Program (a 403(b) plan with roughly 5,000 participants and just under $700 million in assets), and a Supplemental Benefit Plan that guarantees eligible retirees a minimum benefit. TIAA serves as recordkeeper, and participants choose among 29 investment options.
