The Washington State Department of Labor & Industries (L&I) is seeking an independent actuary or actuarial firm to review how new insurance tables were implemented in its Retrospective Rating (Retro) program and whether the resulting refund adjustments were distributed fairly. Retro is a workers' compensation safety incentive program in which employers, individually or as members of a Retro group, can earn a partial refund of premiums by reducing workplace injuries and claim losses. To keep refunds fair, the program's insurance tables are reviewed and updated every five years under WAC 296-17B-010, and new tables took effect with the October 2023 enrollment period.
