WHAT THEY WANT
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is seeking a qualified firm to conduct a comprehensive feasibility study to assess whether Metro can effectively self-perform selected construction scopes — including concrete, structural steel, earthwork, utilities, and interior finishes — using its own workforce rather than procuring these services through subcontractors. The study must evaluate Metro's internal capabilities, financial capacity, operational readiness, risk exposure, and prevailing market conditions to assess the technical, economic, and operational viability of a self-performance model, and must include a comparative analysis of self-performing versus subcontracting across cost efficiency, safety, quality control, risk allocation, schedule reliability, and long-term strategic value.

Proposals must be submitted electronically via email to bids@metro.net. Website links to file-sharing services and platforms such as Citrix, Dropbox, or similar are explicitly not accepted. The email system's date/time stamp determines time of receipt. Proposers are advised to send emails with Delivery and Read receipts for their records. After submitting to bids@metro.net, proposers should send a verification email to the named Contract Administrator indicating the vendor name, RFP number, and number of emails submitted. RFP documents are available for download through LACMTA's Vendor Portal (Open Solicitations). Contractor Pre-Qualification Applications must be emailed separately to Pre-Qual@metro.net no later than the proposal due date and time; pre-qualification documents must not be inserted into the proposal itself.
