The City of West Covina, a San Gabriel Valley city of about 110,000 residents east of Los Angeles, is seeking a qualified engineering firm to update its Sewer Master Plan. The existing plan rests on a 2008-2009 sewer system capacity evaluation last edited in 2016, and the City needs a current plan to maintain regulatory compliance, address aging infrastructure, and support mandatory plan updates or recertification due by January 31, 2028.
