The Oregon Health Authority is issuing an Intermediate Procurement for professional services to design and configure a Smartsheet-based financial management framework for the two federal block grants that fund behavioral health services statewide: the Mental Health Block Grant (MHBG) and the Substance Use Prevention, Treatment and Recovery Services (SUPTRS) Block Grant. These grants support dozens of contracts with counties, tribes, community-based organizations, and internal OHA programs, and today the allocation, commitment, expenditure, and balance information is scattered across several systems and internal trackers.
