WHAT THEY WANT
The City of San Leandro is seeking consulting services to update the funding for its stormwater program and carry a new property-related fee through the Proposition 218 process, with a target of completing a ballot proceeding in calendar year 2027. The program relies partly on a parcel-based Stormwater Fee that has not been comprehensively updated in many years and has lost much of its purchasing power, while regulatory mandates and infrastructure rehabilitation needs have grown. The City's 2024 fee proceeding did not achieve majority support, so it will weigh heavily a firm's ability to improve the odds of success.
