The City of Richmond, California, through its Human Resources Management Department, Risk Management Division, is seeking proposals from qualified third-party administrators (TPAs) to administer the City's self-insured workers' compensation program, together with the associated managed care services of bill review, utilization review, and nurse case management. The City intends to enter a three-year contract with one or more firms beginning January 1, 2027, and may award all four service components to a single firm or award claims administration and each managed care service separately. Firms may propose on the full scope, on claims administration only, or on any one or more of the managed care components; each component is evaluated and awarded independently.

Electronic submission only through the City of Richmond's Bids Online portal on PlanetBids (https://vendors.planetbids.com/portal/14590/portal-home); no paper or emailed proposals are accepted, and the system will not accept late submissions. New vendors must complete a one-time registration to download the RFP and to receive addenda. Proposals must include a written response for each service component bid (claims administration, bill review, utilization review, nurse case management, tabbed separately) and a cost proposal per Section 6, signed by an individual authorized to bind the firm. Narrative is limited to 8 double-sided or 16 single-sided pages, 12-point font, excluding cost proposal, resumes, required forms, and covers. Questions go through the Bids Online portal with a copy to Sharrone Taylor, Director of Human Resources.
