The City of Richmond, California, through its Human Resources Management Department, Risk Management Division, is seeking proposals from qualified third-party administrators (TPAs) to administer the City's self-insured workers' compensation program, together with the associated managed care services of bill review, utilization review, and nurse case management. The City intends to enter a three-year contract with one or more firms beginning January 1, 2027, and may award all four service components to a single firm or award claims administration and each managed care service separately. Firms may propose on the full scope, on claims administration only, or on any one or more of the managed care components; each component is evaluated and awarded independently.

We are proposing on all of the Scope of Services and will be using a tab to separate each service (TPA; Bill Review, Utilization Review, and Nurse Case Management) and in the RFP's Section "Proposal Requirements - C. Tabbed Sections reads: If you are bidding on more than one Scope of Services as outlined in Section 4 - Scope of Work, you must clearly separate and tab each scope of work section". We will be using 4 tabs, do these 4 tabs count towards the 16 page limit?
