The Washington State Department of Commerce is seeking a single contractor to run the Tier 2 Compliance Assistance Project, a statewide outreach and technical assistance effort to help owners of Tier 2 buildings comply with the Clean Buildings Performance Standard (CBPS) before the July 1, 2027 compliance date. Tier 2 buildings are those with 20,000 to 50,000 gross square feet of multifamily, nonresidential, hotel, motel or dormitory space, plus multifamily buildings of 50,000 square feet or more. Commerce has identified more than 18,000 such buildings, and as of September 2026 only 6.7 percent are in compliance, so the state needs to raise awareness quickly and bring owners into compliance.
