The City of Santa Clarita is seeking a qualified consultant to conduct a waste characterization study that determines the quantity and composition of organic material in its disposed waste stream. The study must produce statistically defensible, jurisdiction-specific data to support a potential request to the California Department of Resources Recycling and Recovery (CalRecycle) to adjust the City's applicable per capita organic waste generation and disposal rate, which drives its organic waste procurement target. Proposers price both a City-only study and a regional study; in a regional study the methodology must keep results statistically defensible for each participating jurisdiction while sharing field work for economies of scale.
