WaterTAP is a configurable, cloud-based Software as a Service enterprise data system for the Division of Drinking Water, replacing disparate legacy tools, databases, and spreadsheets and connecting the Division's existing foundational data systems into a single system of record.

HOW TO SUBMIT

Proposals are uploaded electronically to the State's secure file-sharing site rather than emailed, into separate Phase 1, Phase 2, and Phase 2 Cost Workbook folders, using the file-naming convention in the RFP ("Request For Proposal 26-014-280 [company name] ..."). The Bidder must first email the Procurement Officers the names of no more than two contacts who will upload, to receive an invitation to the site; the site is not accessible from outside the Continental United States and compressed (.zip) files are not accepted. Phase 1 is one combined PDF response (title page, table of contents, signed Cover Letter Form (Attachment 5), and the required attachments) plus the completed Exhibit C Excel workbook. Phase 2, for invited Bidders only, is one PDF whose narrative responses may not exceed 125 pages, in Century Gothic 12-point type, with the Exhibit E Cost Workbook (Excel 2019 or higher) uploaded separately; no pricing may appear anywhere else in the proposal. Do not include conditions, assumptions, or exceptions. Correspondence and questions go by email to the Procurement Officer and Secondary Procurement Officer, using Attachment 1 for questions. An Office of Statewide Technology Procurement-approved eVAQ must be on file.
