The City moved finance and human resources onto Oracle Cloud during the pandemic but never used its full capability, and still relies on separate tools — OpenGov for budgeting, Hiperweb for assets, CalOpps and NeoGov for recruiting — plus manual workarounds, with approvals often happening outside the system of record. After a business process review by the Government Finance Officers Association, the City chose a single integrated platform and intends to use the project to redesign policy and business processes, not simply install software. Every department except the Port of Redwood City is in scope.
